Plan approval doesn't mean IPA approval.
You can be in network with a plan's PPO and still not see its HMO members until the IPA credentials you.
Getting credentialed with a health plan is only half the job in California. Many HMO, Medicare Advantage and Medi-Cal managed care patients reach you through an Independent Practice Association (IPA) or medical group and each one has its own application, panel rules and contracts. Dastify Solutions handles California IPA credentialing, Medi-Cal enrollment and contract paperwork and tracks every application until you can see patients and bill.
California relies on delegated managed care more than most states. Health plans pay many IPAs and medical groups a fixed monthly amount per member (capitation). The IPA then credentials providers, manages referrals and authorizations and often pays the claims itself. California law calls these groups risk-bearing organizations (Health & Safety Code ยง1375.4).
In practice, that creates problems a standard enrollment doesn't:
Plan approval doesn't mean IPA approval.
You can be in network with a plan's PPO and still not see its HMO members until the IPA credentials you.
Several applications for one patient population.
An IPA application, the plan's own file, CAQH and for Medi-Cal patients, Medi-Cal enrollment can all be needed.
Panels close by specialty and area.
An IPA may be full for your specialty in one county and open in the next.
Claims go to the wrong payer.
Under capitation a claim may belong to the IPA not the health plan. It depends on the contract's division of financial responsibility (DOFR). Claims sent to the wrong one come back denied.
Records drift.
A new location, tax ID or group NPI that isn't updated with the IPA leads to denials or a lapsed file at recredentialing.
An IPA is a network of independent physicians and other providers who contract with health plans as a group while keeping their own private practices. The IPA negotiates the plan contracts and many California IPAs also handle credentialing, claims, utilization management and quality reporting for their members.
For a practice, joining an IPA can open access to:
HMO and Medicare Advantage members the IPA serves
Medi-Cal managed care and Covered California members, where the IPA holds those contracts
Administrative support for referrals, authorizations and quality reporting
Value-based and incentive programs run through the IPA
| Service | What we do |
|---|---|
| IPA enrollment | Identify the IPAs that serve your area, plans and specialty, check which panels are open and prepare and submit each application. |
| Provider credentialing and recredentialing | Collect and verify licenses, DEA, board certification, malpractice and work history; track recredentialing dates (at least every 36 months for Medi-Cal managed care networks). |
| CAQH ProView maintenance | Build or update the profile, upload documents, grant access to each IPA and plan and re-attest every 120 days. |
| Medi-Cal enrollment (PAVE) | Submit or update your Medi-Cal enrollment through DHCS's PAVE portal when you'll see Medi-Cal managed care patients. |
| Medicare and Medicare Advantage enrollment | Medicare enrollment through PECOS (CMS-855I/855B) and Medicare Advantage participation through the IPA or plan. |
| Managed care network participation | Commercial HMO, Medicare Advantage, Medi-Cal managed care and Covered California networks the IPA holds. |
| Contracting and onboarding | Coordinate the contract packet, review effective dates, locations and the services the IPA is responsible for paying and complete onboarding. |
| Provider data management | Keep NPI, taxonomy, locations, tax ID and group assignment current with each IPA and plan as your practice changes. |
Physicians in solo, small and group practices
Medical groups adding providers or locations
Behavioral health professionals (psychiatrists, psychologists, LCSWs, LMFTs)
Physical therapists and chiropractors
Nurse practitioners and physician assistants
Whether you're opening a new practice, moving to California or adding a new county, we start with your goals and the IPAs that fit them.
01.
We look at your specialty, locations and target patient groups and list the IPAs and plans that fit.
02.
We collect your documents once and bring CAQH up to date.
03.
If you'll see Medi-Cal managed care patients, we file or update your PAVE enrollment.
04.
We prepare and submit each IPA application and respond to its requests.
05.
We follow up with each IPA and you see every application's status in your credentialing dashboard.
06.
We review the contract packet with you and confirm effective dates, locations and group assignment.
07.
We record which payer handles each service, so claims go to the IPA or the health plan as the contract says.
Timelines vary by IPA, plan, specialty and panel status. We give you a case-specific estimate after the review.
| Rule | What it means for you | Source |
|---|---|---|
| Claim payment: 30 calendar days | For claims received on or after Jan 1, 2026, health plans and their delegated entities, including risk-bearing organizations, must pay, contest or deny a complete claim within 30 calendar days. Late payments carry 15% annual interest. | DMHC APL 25-007 (AB 3275) |
| Claim filing deadline | A plan or a capitated provider that pays claims can't set a filing deadline shorter than 90 days after the date of service for contracted providers or 180 days for non-contracted providers. | 28 CCR ยง1300.71(b)(1) |
| Provider disputes | You have at least 365 days from the payer's action to file a dispute and the plan or IPA must decide within 45 working days. | 28 CCR ยง1300.71.38 |
| Medi-Cal enrollment | Medi-Cal managed care network providers with a state enrollment pathway must enroll in Medi-Cal. A plan may let a provider participate for up to 120 days while the application is pending. | DHCS APL 22-013 |
| Recredentialing | Medi-Cal managed care plans must re-verify credentials at least every 3 years. IPAs and medical groups may do this under delegation. | DHCS APL 22-013 |
| DMHC provider complaints | From July 1, 2026, complaints through DMHC's portal are limited to services from the last 30 months. | CMA, DMHC filing window |

Many California HMO, Medicare Advantage and Medi-Cal managed care plans assign members to an IPA or medical group:
Commercial HMO:
Aetna, Anthem Blue Cross, Blue Shield of California (Trio and Access+ HMO), Health Net, UnitedHealthcare
Medicare Advantage:
Alignment Health, Humana, SCAN Health Plan, plus the Medicare Advantage plans of the carriers above
Medi-Cal managed care:
L.A. Care Health Plan, Health Net, Molina Healthcare, Anthem Blue Cross, CalOptima Health (Orange County, through contracted health networks), Inland Empire Health Plan (IEHP; mostly direct contracts for Medi-Cal, more IPAs for its DualChoice plan)
Kaiser Permanente works differently: it mainly uses its own Permanente Medical Groups, so joining an IPA doesn't give access to Kaiser members.
Which IPAs a plan uses depends on the county and product. We check this for your practice during the review.
Credentialing is where many California denials start. A provider loaded under the wrong group or a claim sent to the plan when the IPA is responsible is denied before anyone looks at the coding. When we credential you, we also know your effective dates and which payer is responsible for each service.
We bill every payer you're credentialed with except closed panels.
Most practices are set up for billing in 2 to 3 business days.
We work in your current EHR, including athenahealth, Tebra (Kareo), eClinicalWorks, AdvancedMD, NextGen, DrChrono, Epic and Cerner.

Where we work
Dastify Solutions LLC is a Texas company. Our U.S. leadership team owns client relationships, decisions and compliance, and our compliance program is run from Austin, Texas by Anum Naveed, Director of Compliance. Our billing, coding and A/R specialists work from our operations office in Lahore, Pakistan โ only from that office, never from home. They connect over a dedicated static IP with multi-factor authentication and role-based access, and work inside a remote session on U.S.-hosted Microsoft Azure systems with no ability to download patient data. We sign a Business Associate Agreement before any access is granted.
โDastify Solutions made my credentialing process easy. Their team is knowledgeable, responsive, and always available to answer questions. I highly recommend them for credentialing services!โ
Tell us your specialty, your county and the patients you want to reach. We'll list the IPAs that fit, tell you which panels look open and give you a credentialing timeline.
IPA credentialing is the process an Independent Practice Association uses to verify your license, training, malpractice history and work history before you can see its health plan members. Many California health plans delegate this to the IPA, so it is separate from your direct plan enrollment.
Often, yes, for HMO, Medicare Advantage and Medi-Cal managed care patients. In California, many of those members are assigned to an IPA or medical group, and you must be in that group's network to treat them as an in-network provider. PPO patients usually don't need an IPA.
It depends on the IPA, the plans, your specialty and whether the panel is open. We give you a case-specific estimate after we review your practice, and you can follow each application in your credentialing dashboard.
In most cases, yes. DHCS requires Medi-Cal managed care network providers with a state enrollment pathway to enroll in Medi-Cal, usually through the PAVE portal. A plan may let you participate for up to 120 days while your application is pending.
It depends on your contract. Under capitation, the IPA often pays professional claims, while the plan may pay others. The contract's division of financial responsibility (DOFR) says which. We record it during onboarding so each claim goes to the right payer.
Yes. We credential you with the IPAs and plans, then bill every payer you're credentialed with, except closed panels. Most practices are set up for billing in 2 to 3 business days.
